Traffic Restrictions for the Ganpati Immersion Days on 31 Aug and 05 Sep

Mumbai Traffic Police has announced traffic restrictions for the Ganpati immersion days on 31 Aug and 05 Sep. Please keep these in mind while planning your travel.

(I) CLOSURE OF ROADS FOR VEHICULAR TRAFFIC:

A) SOUTH MUMBAI :

COLABA TRAFFIC DIVISION :
01. Nathalal Parekh Marg will be closed from Budhvar Park to Indu Clinic.

PYDHUNIE TRAFFIC DIVISION :
02. Jeenabhai Mulji Rathod Marg will be closed from its junction with Shivdas Chapsi Marg to P. D’Mello Road junction.

KALBADEVI TRAFFIC DIVISION :
03. Jagannath Shanker Sheth Road will be closed from Princess Street to Portuguese Church.
04. V. P. Road will be closed from C.P.Tank circle to Bhalchandra Company.
05. B. J. road will be closed from J.S.S. Road to M. K. Road.
06. R. R. Road will be closed from Charni Road Station to Portuguese Church up to Prathana Samaj.
07. C.P. Tank Road will be closed from Madhav Baug to C. P. Tank Circle.
08. 2nd Kumbharwada Road will be totally closed.
09. Sant Sena Marg will be totally closed.
10. 2nd Sutar Galli will be totally closed.
11. Nanubhai Desai Road will be totally closed.

MALABAR HILL TRAFFIC DIVISION :
12. V. P. Road will be closed from Cawasji Patel Tank to S.V.P. Road junction and its junction with Dr. Bhadkamkar Marg (Lamington Road).
13. Jagannath Shanker Sheth Marg (Girgaum Road) will be closed from Princess Street
junction to S.V.P. Road junction (Opera House).
14. Sardar Vallabhbhai Patel Marg (Sandhurst Road) will be closed from its junction with
Dr. N .A. Purandare Marg (Marine Drive) to its junction with Pandit Paluskar Chowk (Opera
House) and further up to its junction with Raja Ram Mohan Rai Marg (Prarthana Samaj). The Wadi Bunder Bridge will be closed west to East.

15. Pandita Ramabai Marg will be closed from its junction with Dr. N. A. Purandare Marg to Nyaymurti Sitaram Patkar Marg (Hughes Road).

BYCULLA TRAFFIC DIVISION :
16. Dr. B. A. Road will be closed from its junction with Bharatmata to Bawala Compound (D. K. Road junction).
17. Dr. S. S. Rao Road will be closed from its junction with Gopal Naik Chauk (Shirsagar
Hotel) to Lalbaug Police Chowky.
18. Dattaram Lad Marg will be closed from Chinchpokali Bridge to Shravan Yashawant
Chowk, Kala Chowky.
19. Sane Guruji Marg will be closed from Sant Jaganade Chowk/Gas Company junction to Arthar Road Naka.

23. Shivaji Park Road No. 3 will be closed from its junction with Gokhale Road (North) to its junction with Nyaymurti Ranade Road.

31. Hemu Kalani Marg will be closed from its junction with Umarshi Bappa junction to Vasant Park junction.
32. Gidwani Marg will be closed from Golf Club to Zama Chowk and further to Chembur Naka.

TROMBAY TRAFFIC DIVISION :
33. Ghatlagaon will be closed from Subhash Nagar Road to Ghatlagaon Ganesh immersion point.
GHATKOPAR TRAFFIC DIVISION: 4. Lal Bahadur Shashtri Marg, Kurla (West) north bound will be closed from Kurla Depot junction to Ghatkopar Link Road junction.

MULUND TRAFFIC DIVISION:
35. Bhattipada Marg, Bhandup (West) will be closed from its junction of Jangal Mangal Road to its junction with LBS Marg.
36. Jangal Mangal Marg, Bhandup will be closed from Laxmi Hotel to Sarvodaya Nagar Society.
37. Din Dayal Updhyaya, Marg (Dumping Road) Mulund (West) will be closed from Modela junction to Ambedkar Chowk to its junction with LBS Marg.
38. Lal Bahadur Shashtri Marg, Mulund (West) north bound will be closed from Modela Light Signal junction to Toll Naka. South bound will be used for both way traffic.
39. Jangal Mangal Road from its junction with Tembi Pada Road junction will be closed up to Shivaji Talav.
40. Lal Bahadur Shashtri Marg from its junction with Tank Road junction will be closed up to Shivaji Talav.
41. Sarvodaya Nagar, Jangal Mangal Road will be closed up to Shivaji Talav.

C) WESTERN SUBURB :

SANTACRUZ TRAFFIC DIVISION :
42. Link Road South bound will be closed from its junction with Santacruz Police Station to Khar Telephone junction.
43. Tagore Road North bound will be closed from Archana Building to Juhu Road with Juhu Society Store for a left turn.
44. Juhu Road North bound will be closed from its junction with Santacruz Police Station to Link Road, from Gazadarbandh junction to Gazadar Road and from Koliwada junction to Koliwada and South bound will be closed from Rizvi College to Gazadarbandh.
45. Juhu Tara Road will be closed for west side traffic from its junction with Kishor Kumar
Ganguli Road and West bound will be closed from Kishor Kumar Ganguli Road to Royal
Hotel junction.
46. Shamrao Parulekar Marg, Vile Parle (West) will be closed from Indravadan Oza Marg to Vaikunthlal Mehta Marg, except BEST buses going towards North.
47. Janardhan Mahtre Road will be closed from Juhu up to Moragaon.

DINDOSHI TRAFFIC DIVISION :
48. Aarey Colony Road will be closed from Unit No. 3 to Aarey Talav and from Unit No. 16 to Aarey Talav.

KANDIVALI TRAFFIC DIVISION :
49. S. V. ROAD, M. G. Road, Kandivali (West) will be closed from its junction with Bobby Shopping Center to its junction with Datta Mandir Road from West to East.

D. N NAGAR TRAFFIC DIVISION :
50. Caeser Road (Andheri-West) will be closed from its junction with Jai Prakash Road to its junction with S.V. Road for east bound vehicular traffic.
51. J. P. Road will be closed from Ganga Bhavan junction to Sagar Kutir for south bound
traffic.
52. Panch Marg will be closed from Vateshwar Mandir of J. P. Road, fisheries University Road to Ganga Bhavan on Fisheries University Road.

BORIVALI TRAFFIC DIVISION :
53. Lokmanya Tilak Marg will be closed from Link Road junction to Bhabhai Naka for east bound traffic. The traffic will be diverted from Link Road junction via Yogi Nagar on Eksar Road.

II. ONE-WAY ROADS :

A) SOUTH MUMBAI :

COLABA TRAFFIC DIVISION :
01. Nathalal Parekh Marg, Colaba will be closed from its junction with Capt. Prakash Pethe Marg for South bound and existing one way between Pandey Marg and Colaba Post Office shall be used for both ways.
02. Rambhau Salgaonkar Marg will be closed from its junction with Shahid Bhagat Singh Marg to its junction with Nathalal Parekh Marg for West Bound traffic.

KALBADEVI TRAFFIC DIVISION :
03. Kalbadevi Road will be closed from its junction with Kika Street to Vardhaman Chowk for South Bound Traffic.

PYDHONIE TRAFFIC DIVISION :
04. Shivdas Chapsi Marg will be closed from Jinabhai Mulji Rathod Marg junction to Noor Baug junction for South bound. i.e. Only one way for North bound vehicular traffic from Noorbaug junction to Jeenabhai Mulji Rathod Marg Junction.

MALABAR HILL TRAFFIC DIVISION :
05. French Bridge will be closed for South bound vehicular traffic i.e. “No Entry” from Nyaymurthi Sitaram Patkar Marg (Hughes Road).
06. Walkeshwar Road will be closed for vehicular traffic proceeding down the hill from Teen Batti to Band Stand (Except for BEST buses).

TARDEO TRAFFIC DIVISION :
07. Nyaymurthi Sitaram Patkar Marg (Hughes Road) will be closed from its junction with Pandita Ramabai Marg to its junction with S.V.P. Road for South bound traffic.
08. Pandita Ramabai Marg will be closed from its junction with Nyaymurthi Sitaram Patkar Marg (Hughes Road) up to Nana Chowk for West bound traffic i.e. “No Entry” from Nana Chowk.
09. Kennedy Bridge will be closed for South bound traffic i.e. “No Entry” from Nana Chowk.
10. Grant Road Bridge will be closed for West bound vehicular traffic i.e. “No Entry” from Dr.Bhadkamkar Marg.
11. Pathe Bapurao Marg (Falkland Road) will be closed for East bound vehicular traffic i.e.
“No Entry” from Tardeo Circle.
12. Javji Dadaji Marg (Tardeo Road) will be closed from Nana Chowk to Tardeo Circle i.e.
“No Entry” from Tardeo Circle.
13. Bellasis Bridge will be closed for west bound traffic from Mumbai Central.

14. Mumbai Central Bridge will be closed for traffic from Mumbai Central to Tardeo Chowk.
15. Bellasis Bridge will be closed for West bound traffic i.e. “No Entry” from Mumbai Central junction.
16. Dr. Bhadkamkar Marg will be closed for traffic from Mumbai Central to Navjivan junction.
17. Dr. Anandrao Nair Marg will be closed for traffic from Sathrasta junction to Maratha Mandir.
18. Sane Guruji Marg will be closed for traffic from Chichapokali to Sathrasta junction.
19. R. S. Nimkar Marg will be one way for North bound traffic from Balaram Street junction to Alexandra Cinema junction i.e. “No Entry” from Alexandra Cinema.
20. Chichapokali Bridge will be closed from Chinchpokali junction to Sane Guruji Marg for South bound Traffic.
21. N. M. Joshi Marg will be one way for Clare Road and Maulana Azad Road. i.e. from Nagapada to ‘Don Taki’.

BHOIWADA TRAFFIC DIVISION :
22. Mumbai Marathi Granth Sangralaya Marg will be one way for Sarfare junction to Dr. B.A. Road, towards Naigaon Cross Road junction.
23. G. D. Ambekar Marg will be one way from its junction with Mane Master Chowk to its junction with Sant Gora Kumbhar Chowk.
24. Dr. S. S. Rao Road will be one way from its junction with Aacharya Donde Marg up to Halfkin Insititute to its junction with Gopal Naik Chowk.
25. Aacharya Donde Marg will be one way from Dr. B. A. Road from its junction with Parel
T.T. up to its junction with Khanolkar Chowk.
26. Mahadeo Palav Marg (Curry Road Bridge) will be one way from its junction with Dr. B.
A. Road (Bharatmata junction) to its junction with Shingate Master Chowk.
27. Elphinstone Bridge (Jagannath Bhatankar Marg) will be one way from its junction with
Elphinstone road to its junction with Parel T.T.

WORLI TRAFFIC DIVISION :
28. Dr. Annie Beasant Road will be closed for South bound traffic from Worli Naka to Haji Ali junction. The said traffic will be diverted from Worli Naka on Dr. E. Moses Road
Mahalaxmi Railway Station via Keshavrao Khadey Marg to its junction with Haji Ali.
29. N. M. Joshi Marg – When Lalbaug Raja Ganapati procession will pass on Bharatmata
junction, The Traffic will be closed from Shingate Master Chowk up to Arthar Road Naka
towards Chinchpokali. When Lalbaug Raja procession will be pass on Gas Company
junction then Traffic will be closed at Shingate Master Chowk up to Arther Road Naka and traffic will be open towards Bharatmata junction.

B) EASTERN SUBURB :

DADAR TRAFFIC DIVISION
30. Veer Savarkar Marg (Cadell Road) will be closed from its junction with L. J. Road (Mahim junction) to its junction with S. K. Bole Marg (Siddhi Vinayak junction) for South bound traffic including BEST buses. North bound traffic will proceed from South bound carriageway.
31. Bal Govind Das Road will be one way from its junction with J. K. Sawant Marg to its
junction with L. J .Road.
32. J. K. Sawant Marg will be closed from its junction with N.C. Kelkar Marg to its junction
with Bal Govind Das Marg for South bound traffic.
33. S. K. Bole Marg will be one way from Hanuman Temple to Portuguese Church for South bound vehicular traffic i.e. “No Entry” from Portuguese Church to Hanuman Temple.

MAHIM TRAFFIC DIVISION :
34. Takandas Kataria Road (Lady Jamshedji Marg) will be closed for west bound traffic including BEST buses from L. J. Road to Veer Savarkar Marg (Cadell Road). The existing one way will be reversed.

MATUNGA TRAFFIC DIVISION :
35. Tilak Road will be one way from Dadar T.T. to its junction with Katrak Road for East
bound traffic.
36. Katrak Road will be one way from its junction with Don Bosco Chowk to its junction with Marathi Granth Sangralaya Marg (Naigaon Cross Road) for North bound traffic.
37. Mankikar Marg will be closed from its junction with Duncan Causeway to Chuna Bhatti Railway crossing i.e. “No Entry” from Chuna Bhatti Railway Station.
38. Dr. B. A. Road will be closed from Maheshwari Udyan (King Circle) to its junction with
Supari Baug for South bound traffic (South bound carriage way will be used for North bound traffic since the North bound carriage way will be reserved for Ganpati procession only).

C) WESTERN SUBURB :

SANTACURZ TRAFFIC DIVISION :
39. Juhu Road will be one way from its junction with S.V.Road to Koliwada junction for South bound traffic.
40. Juhu Tara Road will be one way from its junction with Koliwada to Tulip Star junction for South bound traffic.
41. Vaikuntlal Mehta Road Vile Parle: Entry for all type of vehicles will be closed from East to West on V. M. Road West Bound from S.V. Road & V. M. Road junction to V. M. Road & Juhu Tara Road junction (Tulip Star junction) on V. M. Road.
42. Indravadan Oza Road Entry for all type of vehicles Except BEST Buses will be closed
from West to East on Indravadan Oza Road from its junction with Guru Nanak Road up to
Gulmohar Road.
43. Irala Society Marg will be ‘One way’ from S.V.Road to Gulmohar Road junction.
44. Gulmohar Road will be closed from its junction with V. M. Road to Indravadan Oza Road for south bound traffic.
45. Juhu Tara Road will be one way for North bound traffic from its junction with Juhu Road up to its junction with A. B. Nair Road i.e. “No Entry” from A.B. Nair Road.

D. N. NAGAR TRAFFIC DIVISION :
46. Versova J. P. Road will be one way from Sagar Kutir to Ganga Bhavan for North Bound
traffic.
47. P. K. Sawant Road will be closed for the West bound. The Road will remain open for both way traffic from Link road and Urban Tadka Hotel junction.
48. Caeser Road will be one way from S. V. Road to J. P. Road for west bound traffic.

KANDIVALI TRAFFIC DIVISION :
49. K. T. Soni Marg will be one way from New Link Road, Mahaveer Nagar to Immersion Point, Kandivali (West).
50. Bhandarpada Road will be one way from Poisar to Kalpana Chawala Chowk to Sameer Chandavarkar Road up to Immersion Point, Kandivali (West).

BORIVALI TRAFFIC DIVISION :
51. Lokmanya Tilak Marg will be closed for East bound vehicular traffic i.e. “No Entry” from Link Road junction to Babhai Naka. East bound vehicular traffic is diverted from Link Road junction via Yogi Nagar, Eksar Road.

DINDOSHI TRAFFIC DIVISION :
52. Gavdevi Road – There will be one way for vehicles going from Goregaon towards Marol. i.e. Vehicles should only go from unit no. 3 to Gavdevi temple.
53. Newzealand Hotel – there will be one way for vehicles going from Marol to Goregaon Toll Naka i. e. vehicles should only go from unit 16 to Aaarey Toll Naka.

DAHISAR TRAFFIC DIVISION :
54. From its junction with Thakur House to its Jn.with Ashok Chakravarti Road, Kandivali
(East).

(III) PARKING RESTRICTIONS :

Parking of vehicles along both sides of the following roads would be prohibited from 11.00 a.m. to 6.00a.m. (next day) on all the days mentioned above.

Major Block between Vasai Road & Nalasopara on 21st & 22nd October, 2016

Mumbai Local Train Mega Block on 28th August, 2016

CENTRAL LINES

MATUNGA-MULUND DN SLOW LINE FROM 11.30 AM TO 4.30 PM

All Downn slow services leaving Matunga from 11.12 am to 4.27 pm will be diverted o­n Dn fast line between Matunga and Mulund stations halting at Sion, Kurla, Ghatkopar, Vikhroli, Bhandup and Mulund stations and further re-diverted to Dn slow line at Mulund station.

Down slow services will not be available at Vidyavihar, Kanjurmarg and Nahur. Passengers of these stations are allowed to travel via Ghatkopar/Bhandup/Mulund during the block period.

All Down fast services leaving CST from 10.48 am to 2.54 pm will halt at Ghatkopar, Vikhroli, Bhandup and Mulund stations in addition to their respective scheduled halts and will arrive destination 20 minutes behind schedule.

All Up fast services leaving Thane from 11.22 am to 3.28 pm will halt at Mulund, Bhandup, Vikhroli, Ghatkopar and Kurla stations in addition to their respective scheduled halts and will arrive destination 15 minutes behind schedule.

All slow services arriving and leaving CST between 11.00 am and 5.00 pm will arrive destination 10 minutes behind schedule.

To carry out maintenance work of tracks, signalling & overhead equipments, a jumbo block of 5 hours will be taken between Santacruz and Mahim stations from 10.35 hrs to 15.35 hrs on Up & Down fast lines.

During the block period, all Up & Down Fast Line trains will run on slow lines between Santacruz and Mahim stations.

Due to the block, some up & down local trains will remain cancelled, the list of which will be available at all stations with Station Masters. Passengers are requested to take note of the above arrangements.

New rules for traffic offence, parking, and towing

We can see traffic accidents quite often while travelling. Either it is relatively light or fatal; many of them can be avoided.

A report released by India’s ministry of road transport indicates quite shocking numbers and facts:

  • 146,133 people were killed in road accidents in India in 2015, up from 139,671 in 2014
  • There were 501,423 road accidents in 2015 – or 1,374 accidents every day – up from 489,400 in 2014
  • 500,279 people were injured in road accidents in 2015, up from 493,474 in 2014
  • 400 road deaths take place every day on India’s roads
  • 13 states, including Tamil Nadu, Maharashtra, Madhya Pradesh, Karnataka, Kerala and Uttar Pradesh, accounted for more than 80% of all road accidents and fatalities
  • Nearly eight in ten accidents were caused by drivers, with 62% of those blamed on speeding.

Effective 3rd August 2016, the revised Motor Vehicle Act (MVA) according to the new amendment bill passed for immediate safety and strict rule implementation. The revised and new penalties for all major road offence have been increased by 5 times, and few have gone up to 10 times from the current penalty amount. So pay attention on details below on what you need to know on traffic offence, parking, and towing rules.

WHAT YOU MUST KNOW

Accordingly to the information by Daily Bhaskar, following is further details on the rights of citizens and Officer level and restrictions, fines/penalties, and challans.

  • When traffic police stopped for any reasons, the ‘constables’ on duty cannot seize your car or pull out the keys. They have no legal rights to do that.
  • Arresting an offender and asking for PUC (Pollution Under Control) cannot be done by traffic constable, neither they can arrest you.
  • A police in traffic situation can only assist you. Fine collection is legally allowed to only Sub-Inspector and designation.
  • 4 Reasons for which your license can be seized which are Jumping Red Signal, SMS / Social activities anything with phone while driving, Caught in over loaded car, Drink Drive situation.
  • Head constable can fine up to Rs.100 only. Officer of level ASI and SI can charge fines beyond Rs.100
  • An officer without uniform cannot stop, charge or fine you.
  • What original / Xerox documents to keep while driving : Driving License (Original), PUC (Original), Vehicle RC (Registration Copy Xerox), Insurance Certificate (Xerox).
  • Helmet for 2 wheelers are exemption for sikh community person wearing a turban and a person with mastoid surgery.
  • Spot Fine / Challans : You need to pay your fines on the spot. In case you don’t have money your driving license will be surrendered and upon paying fine in the given period will be issued again. But this can be a hectic situation consuming time and travel.
  • Notice Fine / Challans : If a traffic offender in Mumbai manages to flee away, He will receive a notice challan to visit department within a month and pay required fine. If not done within period time, Challan will be forwarded to court for further proceedings.
  • Court Challans : Penalty OR / AND imprisonment is what the offender may attract if caught for serious situations like Drink drive. Challan will be issued and penalty has to be paid inside court.

PARKING OFFENCE

Updates January 2015, new rules for car parking along with rates per hour have been updated and pay park policies related have been listed.

According to Rules Of Regulations 1989 and Motor Vehicles Act 1988, the list of details on ‘No Parking Rules’ is below. The parking offence fine is Rs.100.

  • If you parked in a way which creates OBSTRUCTIONS.
  • On Authorized taxi stands or within 15 Meter area of BEST bus stand.
  • If not parked in correct manner.
  • Parking on any flyover bridges or at any of the listed traffic islands.
  • At locations with sign-boards saying NO PARKING ZONE.
  • Illegal parking is also when parked on footpath or at pedestrian crossing.
  • In front of any residential or commercial building gates.

HOW TO PAY FINES VIA E-CHALLAN

“Sou Rupiya Lo Baat Khatam Karo (Bribing to finish the situation here and letting me go)?”

E-Challan is another big major move by Traffic Department of Mumbai. It is a machine-based fine/penalty collection, so now the driver can receive the receipt by the traffic police. But, yes, E-Challan is only available for credit and debit cards. It is centrally connected system, so with every fine amount, Rs. 9.5 extra convenience fee will be charged on the card.

Of course, there is an option for the payment with cash. Traffic Department gives a time period of 15 days within which the offender has to pay the requested fine amount via NEFT (National Electronic Funds Transfer) also commonly called a medium of ‘wire transfer’ or ‘Online Payment’. Fail to pay the fines within 15 days, from 16th day Rs.10 extra be added for every next day till you pay.

Traffic Department is planning to deploy the devices with prepaid card (smart card charged via e-wallet and r-wallet) payment option upon successful implementation of initial 1,000 devices.

CENTRAL LINES

DIVA – KALYAN DN FAST LINE FROM 10.30 AM TO 3.00 PM

Down fast & semi-fast services leaving CST from 9.38 am to 2.25 pm will halt at Ghatkopar, Vikhroli, Bhandup and Mulund stations in addition to their respective scheduled halts.Down fast trains beyond Thane will be diverted on Down slow line between Thane and Kalyan halting at all stations and will arrive destination 20 minutes behind schedule.

Up fast/Semi fast line services leaving Thane station from 10.46 am to 3.18 pm will halt at Mulund, Bhandup, Vikhroli, Ghatkopar and Kurla stations in addition to their respective scheduled halts and will arrive destination 15 minutes behind schedule.

All Down and Up slow locals leaving / arriving CST from 11.00 am to 5.00 pm will arrive destination 10 minutes behind schedule.

 

HARBOUR LINES

KURLA-VASHI UP AND DN HARBOUR LINES FROM 11.30 AM TO 3.30 PM.

Down Harbour line services to Panvel/Belapur/Vashi leaving from CST from 10.41 am to 3.03 pm and Up Harbour line services for CST leaving Panvel/Belapur/Vashi from 10.29 am to 2.57 pm will remain suspended.

However special local trains will run on CST – Kurla and Vashi – Panvel sections during the block period.
Harbour Line passengers are also permitted to travel via Trans-Harbour / Main Line from 10.00 am to 4.00 pm. 

 

WESTERN LINES

No Day Block on this Sunday
WR’s Night Block Between Matunga Road And Mumbai Central Local

A night block of four hours will be taken from 00.00 hrs to 04.00 hrs on UP and DOWN fast lines during the midnight falling between Saturday 13th August, 2016 & Sunday 14th August, 2016 between Matunga Road and Mumbai Central Local stations for maintenance of tracks, signaling and overhead equipments. During the block, all UP fast line trains will run on UP slow line between Santacruz and Mumbai Central stations.

Hence there will not be any Jumbo block during the day time on this Sunday. Detailed information to this effect is available with concerned Station Masters.
